Don't ask, tell. Phrase it positively. "Hey I'm going to get coffee at 3 at XYZ Cafe, you should come along." Well that's just an example. The point is you have an exciting, awesome life that will go on without her, she can come along or miss out on the fun.

BTW, these are the sort of questions that belong in /r/AskSeddit. We have a crew of people who are waiting for this sort of question.

She didn't suggest a makeup day, so she's not interested. In retrospect you probably should've told not asked (like ThrowawayPUA said) but I'd look else ware at this point

Your asking her to put in high investment in when she probably has no attraction for you yet. So from her point of view she sees no reason to go see you. I'd try and start a txt chain of conversation and go from there
