You can say anything you want as long as it isn't offensive.

What I love to do is, especially when your target is walking in the opposite direction like you described, is when you're about the pass her, just all of a sudden begin walking backwards like 2 steps but while you're still at least at a 45 degree angle from her so you're semi facing each other. Eye contact and say, "Hi." If she keeps walking in her direction, turn around and walk side by side with her. Then I just say whatever I want. Usually I just say, "You're cute." 90% of the time she'll smile and say "Thank you." It's really that simple and effective. Girls get a huge kick out of it.

And for the opener, a simple "Hi, I'm..." is enough.
