You'll almost always find more men in hostels whan women. Men are more adventurous and less in danger in such places, especially in big cities.

Things are different in beach bungalow places and other youth targeting beach destinations. There you'll have a better ratio in my experience.

I went to one in Prague and it was 70% male. I went to one in Budapest and it was 50/50. I went to one in Krakow and it was 70% women.

In these social/adventurous environments you want to be as interesting and as fun as possible. The only way to achieve that is to have a fun and interesting life. I’d recommend avoiding the boring small talk loop of “Where are you from / Where are you going next” at hostels, focus on telling good stories and sharing funny experiences from your travels. Be the person that creates the fun and invite everyone for a good time. This isn’t something you can’t force though, you want to feel this way genuinely. You have to be “in state”. And the only way to achieve that… is by actually living the most out of your travels, doing cool shit, and not worrying too much about pulling women.

You say you struggle with strategy. You already had women wanting to hook up with you. It seems your issue is not strategy but something else.

Look for hostels that have one or more "female dorms" as well as single rooms. You get the single room for yourself. On booking.com you can also check reviews and if you see a lot of women leaving reviews that's obviously a good sign.

So to solve being painfully boring because you saw it as a lost cause, I suggest not seeing it as a lost cause. To solve nearly hooking up with several girls but failing because you didn't take the opportunity, I suggest taking the opportunity.

2) What would the go to strategy be for hostel seduction? (like how would I introduce myself in a way that I could hookup with the girls, being alone with them, etc)

Why are you asking this? You only didn't succeed wildly because you made the decision to not do things with a terrible attitude. You don't need to do anything differently except not do the exact things you identified as destroying your chances because behaving like that is weird and insane.

3) Which cities in Europe and which hostels in particular are ideal for female-male ratio?

Amazonia where the women outnumber the men 10:0 is pretty good everywhere else is 50/50 like that's the basis for the general population or something.
