How can I tell the difference between being nice and flirting?

I'm asking about just smiles and the way they talk, as if talking to a bartender or cashier, when they have a genuine smile and giggle when you talk, when can I tell that hey are being nice or actually have interest in me?

I understand this question has been asked numerous amounts of time numerous amounts of ways but I still really have a hard time finding a good answer
