The honest response is. You don't know and neither does she.
You don't know how she will react,
She could have had the worst day at work, she could be an open and forward person, she could be a fucking nun.
She doesn't know anything about you either,
She doesn't know about your humour, your confidence, your vunerabiltiy. So even if she does reply badly, read the cues, adjust and find another angle to talk about.
It's not your fault if it doesn't land. Readjust after not before.

Right, say it with some confidence. Say it because you want to say, not because you want her attention.
What makes you laugh? What makes you interested? What makes you passionate?
Another way is assuming formality. When you assume you know the person it gets much easier to talk to them.
See their body language and what they say, then adjust.

I think an honest innocent compliment is good. Why are you worried about giving away power? You have to put yourself out there to get something in return.

Don’t get me wrong I love giving compliments but I have been in situations where I complimented and it just ended there. Like all I received was a thank you, I didn’t know how to take it forward.

Well, follow up a compliment with a question. A leading question, not a yes or no question. Unless or no question is may I join you or sit with you or get to know you. You could ask about hobbies.

What’s a leading question? I have heard a lot about leasing and open ended questions but I don’t know what they are. Could you provide some examples?
