How do you even get replies from people whose numbers/Instagrams you get from cold approaches or social gatherings?

By having a good long conversation that creates a solid connection in the cold approach , so they actually care about you, rather than simply asking straight away for a number or an instagram when they don’t even know anything about the stranger (you) who just approached them.

That’s how I get people to reply to me and be excited to meet me again, by creating connections, not by going for contact details in less than 5 mins.

Try to lead with something that is relevant to how you met them or just straight up reintroduce yourself in a playful manner.

You need to leave them with an emotional imprint so they will feel desired to go on a date with you. Number closes, as you are realizing, doesn't really mean anything. Like, good job on getting numbers, but you will find that they don't really mean anything because you will most often get ghosted unless you stimulate her emotions during the conversations.

In my experience it’s rare unless you really happen to leave a mark on them. I have very few instances of this but wish you luck.
