First there is this notion that every girl is the same and that some kind of foolproof plan exists that if you can just learn the script you can be successful. Being so deep in your own mind about what to do next makes it so you don't pay attention to what she is trying to tell you either through her conversation, body language or tone. Here are some things to try. If you approached her there must be something about her that made you want to approach her. Stop for a second and think -- then after you initiate the conversation, tell her what attracted you to her. She should immediately tell you whether the compliment was welcomed or she is brushing you off. If she resists then back out of the conversation, tell her, something like, "I'm just a flirt, I hope to see you again" and then just move on. If she seems receptive then close the distance and get into her personal space, maybe touch her on the arm or shoulder, whisper something close to her ear, and back away. She'll either turn away or she will reciprocate, either way you let her invade your personal space. If you don't succeed at first, move away and see if she chases you down. The biggest hint is her moving back into your personal space and her attempt to get your attention. She is probably just as inexperienced as you and has her own anxiety and will be looking for some reassurance. If there is some give and take, ask her to go outside or somewhere quieter. She'll either bite at the chance or she won't but you keep flirting with her until she makes her intentions known. If you get out of your own head and pay attention to what she is trying to convey, your success rate will go up.

To me it sounds like you can approach women but don't know what to do. Pay attention to the tone of her voice. Maybe she is tired and only went out, because she wanted to be with her friends. Maybe she is the mood but doesn't feel comfortable and doesn't like to be rushed. Move away and see if she follows. Start talking to one of her friends and see how they react. The best advice I can give is that where ever you go, you are there to have a good time. Don't get drunk and act like a fool. Show you are outgoing and having fun regards, then she'll want to join you.

You find out what makes her tick. The fundamental drive of this is curiosity. Be curious about who she is and what she wants. What is she majoring in, why is she majoring in that, etc. How does she like the school? Does she wish she could be out traveling or raving or something else instead? What are her passions? Hobbies?

Be curious.

As for small talk, don't knock it as "dumb shit." It is, but it isn't. That's part of the dance. The conversation might be dumb but the non-verbal communication is HUGE. If these girls get quiet after initial talk and aren't putting in any effort, they're probably not all that interested.

Alternatively, they're waiting for you to make a move. Silence can be an escalation window.
