Okay a lot to unpack here. You have to understand that walking over to a girl and opening your mouth are the easy parts. Anybody can do this if you are able to put one foot in front of the other and are able to produce words using your mouth. But that's not the issue here.

The thing you start off wjth and you start with this while you are home is to figure out what you want. What do you want a woman for? A girlfriend, wife, FWB, ons? What is your objective? If you are looking for a ons, you will be limited to slutty girls who are out to get fucked. If you want a wife, you may want to find a smart interesting girl who doesn't hang out at bars trolling for dick. You see what I mean? There are different girls for different things. Don't try to get a good girl in bed in 30 mins. Go for the slut who enjoys sex and is there to get laid herself.

So what do you want and what do you want a woman for? Make it clear to yourself and pursue that relentlessly. What is the end goal of approaching a girl in a bar and making out with her? To have sex this night, another night, or right then and there in the bathroom? Different girls for different outcomes.

Focus your mind on what you want and exclude everything else. You cannot feel horny and want to get laid that night and spend all your time talking to a girl who wants to date and have a relationship. Do you understand what I mean? Most men go into this not knowing what they want so they end up going along with the woman's program. Okay with that out of the way. You need to sexualize the conversation early on. Within 5 mins you have to talking about something naughty. If you find that hard how will you get the balls to actually have sex? Start talking about sex. Be shameless. Compliment her body. Compliment her on the body part that turns you on the most. If you want to make out, move her somewhere else. Move her to a dark corner. Protect her reputation from everyone else. Don't make her feel like a slut trying to kiss her right then and there. The feeling of wanting to makeout should feel natural by the time it happens. I try to create the vibe by viewing the girl as an emotional object that I want to squeeze positive emotions out of. This is done by flirting boldly (teasing especially), adding pressure/pulling back - through eye contact and disagreement when it’s natural (no just nodding and agreeing with everything) and asking questions about her motivations and whys. Conversation should be viewed as this space where it’s focused on her as a person. When I chat to girls I’m picking them apart, not focusing on what’s :“what’s your job”, “what do you like to do”, etc, but rather “your too ‘this’ to be a lawyer” or “your are the most ‘x’ soccer player” I’ve ever met etc. The examples I’m using aren’t that good but it puts the point across. I find that when I do this and they playfully engage too, the sexual tension builds and the makeout should feel natural. Then you just got to go for it. I don’t know what your chat is like with girls, you say it’s good, which it may be, but what I find is the makeout should feel relatively natural and expected by the time it happens. Being bold with flirting is especially important, creates a dynamic where you are asserting yourself making it feel like a man to women interaction. Ideally you feel like your driving the conversation and they are riding with you.

Have an interest like church, social activism, atheism, anything that you genuinely care about it and then go social with it by joining up with something that works towards that interest. In the course of activity to meet people. Personally I’m not too familiar with just going to bars. I would go to Europe or Asia, instead of DC, for that. Even NYC might be better than DC, but yeah, that’s not where you are, I understand that. Your work matters, maybe girls at a similar line of workplace only like secretaries, assistants, etc., but probably not the same company you work for (to avoid sexual harassment claims). Anyway, how about anywhere else other than DC and surrounding areas, which are so full of serious people?
