This all derives from life experience. Often the best way to get better social skills, is to practice. But if you have nothing to practice with, you're going to learn nothing. That said, someone who has lived on a yatch for years, and been to 45+ countries is likely to know a lot, and be able to share that with others in conversation, easily.
As per confidence, similar thing. You CAN "fake it til you make it" but there will come a time where someone doubts you, and that crack may get to you, and you're back to square one if you have no foundation. So to address both these, you need to build a life worth living, start doing stuff you want to do, make some platonic friends who you can call upon, and would be willing to help, and start making your future your now.
You will have plenty to talk about, plenty to do, and feel ultimately better about yourself, if you get that in order. People don't get better at socialising by reading stuff on reddit, they get better by being in the moment.

You have no confidence? Well good, because that literally means I can give you a short and concise answer on what you need to do.
VALIDATE YOURSELF INSTEAD OF LOOKING FOR VALIDATION FROM OTHERS. No one gives a shit about you because you don't give a shit about yourself, and if you don't give a shit about yourself people will assume you have no confidence. So, start doing stuff that benefits you as person and do it for you only. Don't do it because you want to get laid and don't do it because you want approval and acceptance from others.
Start working out, practice voice projection, read a couple of books related to social interactions/confidence/pick up, find a hobby you're interested in, volunteer at a charity shop, go skydiving, go to therapy if you have serious self-esteem issues, learn how to cook your favourite meal. Literally, anything that adds to you as a person is worth it because you'll gain confidence from it.

This guy literally wants us to spoon feed him game. I'm not down for that. If he said, I've read the Mystery Method (or Bang or Models or whatever) and I have some questions, I'd happily answer.
He's just saying, 'give me confidence I haven't any.'
So why not say that? If you asked someone you wanted to learn from "where do I start?" And he said "fuck off, figure that out then come back" you'd be pretty upset.
