Why can't you do both? They are not mutually exclusive.
If you are only being her friend, it is very easy to get friend-zoned.
How much you can flirt and be sexual depends on the response she's giving you too. I find that going into it with the expectation of being a friend, but at the same time be mindful of when you can try some seduction is a good way to go.

I don’t believe men and women can ever truely just be friends, all the women i consider my friends are either 1.Family or 2.I’m not attracted to them in any way

I agree, therefore trying to start a friendship with a girl you want to be with is manipulative and unfair to her. It is also counter-productive. You are putting yourself in the friend zone. Why would you do that? It just puts you at a disadvantage, because now she will view you as a friend and not a potential mate. Most single women have multiple men trying to pick them up everyday. While trying to establish a friendship with her, other men will be taking her on dates. Ouch.
