So starting out, I'd approach using the smallest "bit" possible, usually with a question. This question would require at most a one sentence response. So go up to the girl and ask her "Do you have the time" (classic method for overcoming MASSIVE approach anxiety, because it's an incredibly innocuous question). If you're feeling particularly adventurous, you can ask her other things or make a statement about her that would allow you to stay in the interaction longer. For example, I've started using the "female opinion" opener recently, which is where I approach a girl or a group of girls and ask them for an opinion on some topic.

Could be anything, for example you could go up to her and ask her "Do you have any good restaurant/food recommendations nearby?" or "Do you know any good places to hangout to have fun around this city?"

Doing this will get you used to talking to girls while overcoming that feeling of thinking you're coming across as a "creep". Once you start doing this for a bit, you can even throw in some compliments or teases. For example, after you ask her the question about good food places nearby, you can say "I really love your fashion style, it's really [WHATEVER]" or "You know, you have the most adorable expression on your face right now."

Remember, girls don't want to reject you! They want to meet a cool guy that makes their lives more interesting and fun. Imagine this: If a girl walked up to you, asked a simple question, then gave you compliments and asked to hangout sometime, even if you're not interested (e.g. let's say you have a girlfriend already and you're loyal to her), you're not going to tell her "Fuck off, get the fuck away from me" (unless you're particularly bitter and resentful, but you don't want to meet those types of girls anyway).

You won't come off as a creep as long as you are genuine and come off with intentions of just trying to meet this girl and getting to know here. Just be confident, and talk to her like you would with any other human being.

She'll probably be as nervous if not more nervous than you and most likely will be flattered that you approached her in the first place.
