Well your problem seems not to be with flirting but initiating. The method that works for me is asking for her assistance with something. For example, scramble the clock on your phone and then say to her "Excuse me, you don't happen to know the time do you? The clock on my phone has reset itself". And then after the gives you the time then you introduce yourself, talk, flirt, dabble.

Because you asked for help from her, it seemingly puts her in the power position. So she doesn't feel intimidated.

Step 1, change your self beliefs. Saying “I am not that attractive” is bullshit and will be the biggest limiting factor for you in life. Attractive based on what? Women don’t base anywhere near as much on looks as us men do, you can shine in so many other ways- just being confident being one.

Step 2, create a reason. This could be a complement, observation (about them), or question. All have pros and cons and can be handled differently but don’t worry about that yet.

Step 3, find a way to turn your reason to conversation WITH PREMISE. Make it a man- women interaction, not a general chit chat. I recommend watching Todd Vs YouTube for plenty of recommendations on how to do this.

Step 4, do this as often as you can to increase your confidence and social skills.

Step 5, make it part of your daily habits, so much so that you forget what it was like before you didn’t.

Doesn’t always have to be women either, that’s only important for practicing the premise part.

Do you see her often at the bus stop? or was this a 1 time thing? if you didn't feel prepared to aproach her you did the right thing, aproaching a complete stranger without any sort of connection is a hard thing to do, build confidence first before attempting to jump all in, as for tips? talk to girls like you normally talk to guys (forget that she is a female, she is just a person just like you), also setting a goal of trying to talk to a certain amount of unknown people each day helps

Just do it. It's really that easy. The more you think about it in your head, the more you'll second guess yourself and you won't approach in the end.
