Easy, start moving yourself around to pockets of people to say hi. Make great eye contact while introducing yourself to girls. Be very social by hitting all pockets of people and introducing yourself as you make the rounds. Once you're done with the intro make it back to groups of the girls you think are cute.
Another good way to get to know girls is introducing people to each other, so if you know a few people that you know don't know each other or if you have a friend that knows people you don't have him/her introduce you.
Parties are all about putting yourself out there. Be the life of the party, be up be happy, smile joke just have fun. Put yourself out there!!! Girls cling to guys that are fun

For a 10 minute window you need to stand out. Me personally I would be very loud, very dominating, very fun, charmingly obnoxious, all those things. The key, to me, is to be over the top and the center of attention. I would probably challenge people to do shots of awful alcohol, things of the sort. Ten minutes isn't much time but if you're totally outrageous, a girl will notice. Start making out with one at the party in front of everyone, pull off into a hallway and get heavier, move to a bedroom.
