If she was leading you on she wouldn’t have reached out to you again.
I’m not as heartless as some here but some girls aren’t ready for a kiss right away. Just depends on their experience and manner.
I would go on a date again and go for a kiss personally. Worst case she does it again and you never talk to her again.

Should i be the one to ask her for another date again? Or should i wait fot her to make plans this time. ( since thats what i replied in my text telling her to let me know when she wants to meet.)

If you told her to let you know I would wait. I never tell girls to let me know though, I hate giving them the power and prefer the ball in my court.
In the future you just offer a time and go from there.
