You're overthinking and you need to go out and just socialize first.

Regarding qualification - imagine I'm an HR recruiter and I'm interviewing you for say an administrative position, what type of questions would I ask you to ascertain whether you're the right fit or capable of being the right fit?

Now put your mind in the state of a matchmaker. Who would you match yourself with? If you buttfumble here and don't think you know yourself as well as you should, imagine you're matchmaking for a friend. Couple your hobbies and desires with how other people might be able to relate to them in question form.

"So other than your looks, what have you got going for you?" "What are you some things you are passionate about" "I happen to be a very athletic person, do you think you'd be able to keep up with me if we went on a run or hike?" "What makes you unique from everyone else here?" "I hear people from X are pretty (insert adjective/quality)old fashioned, how about you?"

You can get a little cocky with it if you want. "I'm used to pretty faces, but not interesting ones, which one are you?" (If they're smart and cute they'll respond both) "What's your greatest contribution to the world?" "What are your worst three qualities"

The types of responses you should elicit should be explanatory and if the person is pretty cool, passionate. If you get wide eyes, smiles, and cheery responses you should probably take these as IOIs and signs of an interesting person (as long as they are not passionate about something stupid or crazy). Than you, or at least I, keep conversation threading from the most passionate responses. "I can tell doing X is very important to you, how did you get started in that?". "Wow you sound pretty experienced doing(insert hobby), you're going to have to teach/show me sometime"

Feel free to DHV in with your own experiences after noting when the person is done talking. Sometimes they are so talkative or passionate that they keep going on after a while. It's easy to want to disrupt them but keep your eyes locked and learn to communicate with your facial expressions. Buy a girl a drink or move her around after deep conversations. Reward people who open up to you, it'll reframe their state of mind to be more open and their opinion of you to skyrocket. If you respond blandly or apatheticly, they'll eject you and you reinforce that you or guys in general are shallow. Teasing and flirting in the midst of this just attracts them more, be sure not to go too far though. Push and pull. Do this with everyone in the set, not just women. Get more personal with questions after you isolate them.

As a kid, you're curious to seek the world for all it has to offer good or bad. Sometimes you'll get rewarded with finding something good, pets for example, sometimes you'll get punished for your curiosity, ex: you are unaware of uneven surfaces, you fall down the stairs. This curiosity is waned as you grow jaded through rules and rigid schooling, where you learn to perceive and grow through certain ways only. Be curious: seek the best and the worst of people as you qualify them. Society teaches you to stick to small talk and just scratch the surface of a person's character, YOU keep going. Stick to the first part if you're only after a hookup or something, you might not stick around to find about their vices. If you're after something deeper, qualifying girls makes it apparent about what you might dislike.

Some of the examples here suck and I'm sure some other people can elaborate further but I hope you get the general idea. Not everyone you talk to is going to open up, so you show them while you're cool first and them involve them by qualifying. If there's attraction consider this the personality compliance test.
