If you want to keep or start a conversation one on one just simply ask a question. People love to talk about themselves, I am assuming you want to keep things flowing with someone you're attracted to so try to get them to talk about themselves. I usually just ask the person random questions and try to relate. It works for me.

Think about every 1 on 1 conversation you've ever had, now cross out all of the ones where you felt under pressure, now cross out all of the ones that are with girls you like.

Wait a second, i'm guessing you can't do that last bit because you already crossed then out in the first lot of crossed out conversations.

In other words, remember that everybody is human, and that just want to talk.

Also instead of the fact that they aren't responding in the perfect fashion look at body language.

Do they look disinterested, or do they look ashamed that they can't keep a convo going?

If they look all shy and slightly ashamed / upset then it means they want to be able to talk to you, if they look like they'd have more fun taking a shit, try to give yourself a reason to leave and move on.
