Can you tell us a little bit about the setting for these interactions? Bars or clubs? Parties? Cafes or shopping areas? It would help to understand the context.
I think the key thing is to have an end goal that is NOT a kiss. Make your goal a kiss AND a phone number or a kiss AND a date. This will be a good challenge because it will force you to have enough conversation or interaction with her that you can establish a reason to see her or talk to her again.
If you're at a club, spend some time dancing with her, or if you're in a different setting, spend some time talking to her about what she's doing there, where she's from, how she likes the bar/restaurant/shop/party etc that you are at. Once you start establishing some common interests, you can suggest an activity for a date...like trying another bar or restaurant or seeing a movie or concert you'd both be interested in based on whatever you've just discussed.

This was at the club. Yea thats a good idea, ill go for a phone number aswell. I dont like the dating idea, that time is better spent elsewhere. I just want ONS

Ohhh i see. In that case, you should make sure to spend a good amount of time dancing with her. Try to get at least one song where you're behind her and you can breathe on her neck or kiss her neck. This is a huge turn-on for many women and escalates things beyond just kissing.
A good way to cement a connection for the night is to buy her a drink. It establishes that you two are going to be spending at least some time together having the drink.
You should also try moving locations after a bit. Ask her and a friend to come to another bar with you and your friends. If you can get her to move locations, you can build some trust, which will make it more likely that she'll be willing to go home with you later.
