To be honest with you, it doesn't matter, if she is interested in you, she will make time for you. But in saying that, usually if you are able to make it "her idea" to go out with you the flake rate drops significantly.

Call her:

Hey, I'm busy Tues and Thurs, what does your schedule look like this week?

And let her list off dates. Pick one you are both free on. Don't take maybes or I'll let you knows.

If she is into you and really wants to go out with you she will make it happen. Yes, sometimes she may actually be busy and will offer to reschedule which works out perfect if you are free that day.

"Thursday at 7:34 I'll be enjoying myself a delicious cup of coffee at ____. I'd be open to inviting you." This can work through phone or text and with my personality it's suits me well. It doesn't have to be out for coffee...it can be anything. Either way it's a friendly invite and it's at a time I'm available. I've had far more success when I've picked a time to go out and either they can't and reschedule or they are available and would like to go out. I've been far more unsuccessful asking when they are free and working something out though because I feel like I have been flaked on far more that way.
