The motivation is what makes it creepy. If your goal is to enhance the conversation or if it's for her own benefit, you have more chance of looking less creepy. Also she has to be attracted to you. Don't make a sexual comment to a girl that is not attracted to you.

I once was on a gym date with a girl with DDs. Probably was the second date, but we weren't sexual or anything at the point. I forgot what machine she was on, but her tits just kept getting in the way. I told her if she needed me to wrap them up in a bag or something. My body language was on point and I said it confidently out loud. She was embarrassed and just punched me while trying to feign anger. We couldn't stop laughing after about it because it was so damn obvious. Like her tits look like they could knock her out if she made a wrong move, so my comment was just so common sense in that moment. If I made that comment outside of that context, if would have been weird.

Sexual compliments don't need to be compliments, they just need to work organically in the moment and remind her of the fact that she is a girl and you are a guy. That comment alone made the sexual tension between us skyrocket.

i’m guessing your catcalling or giving these compliments to random women, correct me if i’m wrong.

but you shouldn’t be giving any type of sexual compliments to women you don’t know and aren’t comfortable with, sure compliments about her hair, what she’s wearing, that kinda stuff is nice, but a stranger coming up to you and commenting on how you would be in bed just is not the way to go about it.

if your looking for sexual compliments on someone your close with already, find something they are insecure about and compliment it

Theres no proper way. It's all conviction and how you say it. If you're afraid of offending her you're already loaing.

For example a friend introduced me to a friend and she was petite and obviously had a push up bra. I literally looked at her tits and said "no way those tits are legit".

She gasped, was upset and we bantered back and forth, I de escalated and we started to talk about her actual cup size, bras she prefers and lingerie and then foreplay.
