Of course you're needy as fuck by even writing this. Don't worry dude, I was there too. Wait until the weekend is over and then on Monday hit her with the Hey! I'll be downtown on Wednesday hanging out at the x coffee shop around noon, if you're free we should meet up.
From there you can gauge her interest. If it's a flaky response like, hey sorry I'm not sure. Or I think im busy, and she makes no attempt at picking another time to hang out, it's probably over. You can say okay, let me know whenever you're free, and wait at least a week to try again. If she likes you she will make time in her schedule for you. Just like you like her and if she asked you to hang out but you were busy, you'd offer another time and place to hang out.
Stop being needy. Do not ever send a gif like that again. Your only text after the first date should have been to thank her for a good time and tell her you should do it again next time, then wait a few days and let her emotions stir for you. Then hit her with the hang out text a few days later.
