Considering that you're just starting out, I would say focus on the hostel crowd. Aim to build a social circle quickly. Stay at each hostel for at least 3-4 days. (It takes you a day or two to feel at home). And don't seem to be trying too hard. Do your own thing, see if you can Lead people to do stuff (e.g. visiting tourist spots, planning a night of drinking, suggesting drinking games, etc).

I don't have much advice about the local girls. Depending on where you're going you might have the added task of filtering out prostitutes. Definitely go check out the real nightlife. Lean towards being more aggressive than you would in the US.
