Wait a few days and tell her you want to "grab a coffee" with her, if she responds make a def day and time time then leave her alone until the day of. If she doesn't respond, move on.

Honestly it doesn't matter "coffee" is code anyway for a date. Just say Coffee to keep things simple don't think too hard about it.

The point is suggesting something easy that is casual and relaxed, and allows for either person to peace out if they're not feeling it.
Drinks or coffee both do this.

Guys will say they felt a girl was stringing them along. No, the guy was letting himself get used.
Ask her out with firm and not vague plans. Anything other than a yes or her offering firm alternative plans is a NO. At that point, you soft next and talk to other girls.
The more you lead and escalate the less confused you’ll become about situations.

I originally contacted her the following day we spoke briefly then communication stopped for about a week until I sent the text mentioned above then communication stopped for about another 2 weeks leading up to now

Social connections are good.... This is one reason why it's good to open to friendship with girls even if it doesn't work out. Having people who know you and have positive relationships with you, will open doors for you.

You probably put yourself in the "You're like too many other needy guys," with this drunk texting.
Lesson here is to not do that. In general, drinking enough that you do things you wouldn't do sober, is not a great idea. As exhilarating as it is to shed inhibitions while drunk, it's far better to learn to do it while sober, since you have better judgement.f
What you should have been doing was asking her to hang out. Not sending pointless messages telling her she's cute. (Which is meaningless, by the way. And really needy if it's out of leftfield and without context of why she's cute.)

Yeah, if you look at your overall pattern here, it's not a mystery. You're spinning your wheels not really doing anything to move the ball forward, and sending weird and potentially awkward drunk texts.
All while not even following through on what you brought up. And all this, while she's probably expecting you to be the one initiating, at least at first.

Look, if she wants to hang out with you, then she'll likely take any excuse initially.
So the weather is terrible? Just invite her over to a Terrible Weather movie night. Watch a disaster movie about weather gone wild or something. This stuff writes itself most of the time. You just use the situation and often you can come up with something. Honestly, it doesn't even need to be really sly at all. Bad weather is a good excuse for -insert something here-. You can make a lot of things work. Grabbing cocoa. Whatever.
p.s. What difference does it make for a "house party" if the weather is bad? Presumably a lot of it would take place indoors, right? Or are you concerned with who could travel to it if conditions are bad on the road?
Nah just the way my house is set up it would be an outside day drink party
