I think discussing time/place and ask where/when to go are pretty much the same thing.

It means:

DONT discuss time/place or ask where/when
DONT present her with choices

Be the man and set the date. Something like: "Lets meet for drinks. 8pm at Whatever Bar". If she can make it, she'll say yes. If she can't, she'll let you know when. Then reschedule another time. The point is not to be beta. Asking something like "How does X bar sound to you?" Or "Where would you like to go?" is not good.

It just means don't make a prolonged discussion about it. Present her with some options: "How about 8PM at TGI Fridays bar?"

Say something like: How about we have coffee at Starbucks tomorrow 3 PM?

Or

How's coffee at Starbucks tomorrow 3 PM?

Or

Starbucks tomorrow 3 PM?

Is she tries to change venue or time, don't go for it, just say "That won't work" or "I can't there/at that time" and propose a new venue/time.

Cialdini's Persuasion go into this, whomever proposes becomes more persuasive (more attraction) and whomever accepts the other party's proposal becomes more apt to be persuaded. Within this context, without even knowing she will be more attracted to a guy that decides what/where/how than if she's allowed to make those decisions.

I know it doesn't make any sense, but this is science.

i believe what the author was going for was, don't be Beta. Take charge of the situation and don't plan something that gives her the opportunity to flake out on you. Giving a girl a time and a place opens the possibility that she might not like the place for whatever reason and therefore flake out before she sees you. Giving her choices shows you can't take the lead. Asking her where/when to go makes the situation awkward because now she is the one taking you out on a date.
