If you are having a conversation with a girl, and there is tangible tension in the interaction, it's flirting.

If a woman is smiling at me, keeping eye contact, and not pushing me away while I move closer I assume she is flirting.

Any interaction that increases sexual tension, but it is much easier to understand it's inverse, which is actions that decrease sexual tension. For example, never interacting at all, talking about "safe" or "boring subjects", speaking in a weak tone of voice, maintaining personal space, etc.
