no. but her parents got stricter as she has lots of schoolwork to do and got some bad grades

Gotcha. Then sounds like your best option is to get a small group to go do something and invite her along.
Unless she explicitly expresses a desire to hang out with you alone, I don't see an easy ethical way to make it happen. If you've said "let's hang out alone" and she's said "no because X," just take it as a no. It's unlikely to mean "Find some way to circumvent X for me." Because then she would have said "Well, X is a problem, but maybe if we do Y, we can get around it."
See if you can make a small group hangout happen and go from there.
