No. Not giving a fuck does not mean you can disregard social norms and the feelings if other people. It means you have done the best you possibly could, and nothing else you could do will improve the result, therefore you don't give a fuck if it turns out worse than you expected.

This is the difference between a sociopath and a person who is detached from results.

You mention other people quite a bit in your post. Not giving a fuck means you go wherever you want and do whatever you want. With regard to women, they usually pick up on that. If they know you're comfortable; they'll come around.
