Very public places like grocery stores, parks, etc women are more likely to be on guard. Weddings, parties, church events, etc they are more receptive. Cold approaches can work, but your game must be tight.

People are already mentioning the general but what I find is more important is find a place your tragic demographic is and you would be comfortable approaching.

Depends of your city and location. You have to go out and check out the places. Where do most girls hang out and what time of the day. Good luck
