This wont work. She has only meet you for few seconds and you want her to decide if she wants to go out on date with a total strange in these few seconds?

You have to start a conversation first and then be the one to finish with asking for her number/facebook to hook up one day. Dont say "date" either! Just ask for something more casual like hang out or spend some time togehter

Confidence is great, but this is too strong. Not to mention, you're asking a YES/NO question which you should never do. The point in opening is to get her talking which allows you to display your qualities. The point is not to get her to make an instant decision.

When it's time to ask for a date, you shouldn't use the words "a date". It seems less threatening to say "let's get together" or "let's hang out sometime".

Ok so I've been thinking about talking to girls on public that are strangers, and I think I've come up a reasonable line that can be used to ask a girl for her number/ of on a date

The fact that this seems reasonable to you, should indicate to you that you've spent too much time in your head imagining what it's like to socialize with people, and not enough time talking and interacting in the real world.

"Hey I couldn't help but notice just how beautiful you are and I was just wondering if you'd like to go on a date sometime." What are your thoughts, is it to forward?

Forward or not, is missing the point. You're talking is like a salesman walking up to you and opening by asking if you'd like to pay with cash or a credit card. Is that BOLD? Sure. But in both cases you're putting the cart before the horse.

How have you ever started a conversation? Well, assuming that you're overthinking this because you're stuck, here are a few things you could think about:

"Seduction" is just socializing. You're using the same core skills to talk to that old lady in the grocery store line, that you are when you talk to a girl you are interested in.
Socializing involves SOME sort of connection, or should. Could be intense, could be light. Doesn't matter. You're going to connect on some level, even if you're only looking for something physical.
Connection can be had through relating with someone. Finding common ground. Even something as simple as sharing an observation about whatever is happening RIGHT then. Notice something unusual or funny? Mention it. Outloud. And drop any expectation of a conversation sparking. Sometimes people will want to talk. Sometimes they won't. You can't control that.
Talk to more people. Not just girls. Take it as low-hanging fruit. If you wait until a pretty girl comes close, you're going to be freaking out, as opposed to already warmed up and ready to talk, if you've already been talking.

And on the subject of approaching, it's better to open people while you're in line with them, or other natural situations like sitting at a bar or whatever. Not going to a public area and bee-lining it to every girl in the place.
