I don't think this is the pretense, more that an age has been chosen that minimizes the ocurrence of harmful edge cases. And if you're in your mid-20s and happen to know one of those edge-case hypermature 15 year olds, you're not significantly harmed by not being permitted to fuck them.
Sure, banning sex might prevent harm to people who aren't "ready for sex", but it would not minimize harm due to the large number of people who are "ready for sex" who would end up having their harmless behaviours with each other criminalized.
