How does TBP see rape and responsibility? Does TBP support the notion that women have zero responsibility to take precautions against rape?

I live in a country, Canada, which denies any form of carrying a concealed weapon to nearly everybody, yet, I want people to be able to do so. I'm in favor of people, women most definitely included, being allowed to defend themselves, with deadly force, if necessary.

However, in Canada, our batshit form of gun control is pretty much always cited as being pro-feminist. When the Conservative government killed the much maligned non-restricted firearms database, it was frequently, almost always cast as being anti-woman. Canadians were told that this was a big deal for domestic violence, and a Toronto legal clinic which exclusively helps women actually tried to block the destruction of the non-restricted firearms database on Charter grounds because the government was putting women's safety at risk.

The more or less unanimous position concerning gun control in Canada among feminists is overwhelmingly in favor of increased restrictions, effectively denying women the single tool which has the potential to guarantee equality, or even superiority in a violent situation. Moreover, when people do defend themselves against violence, we see the state punishing the victim of violence disproportionately. See the case of Ian Thompson.

Why is it the responsibility of men not to rape (though I agree with this principle) but not the responsibility of the state to allow women access the tools they need for self-defense when a very few men choose to shirk that responsibility? How is the feminist position in any way consistent?
