This phrase typically comes up when men (somewhat understandably) observe that women in American society will sleep with guys who treat them like shit and do nothing for them, while using and stringing along men who worship the ground they walk on and would do anything for them.

The Feminist justification is, "Well we don't owe men sex" which is just another tired Feminist way of taking no accountability or responsibility for their terrible relationship decisions.

Note that these same women will typically complain, "Where are all the good men?" after all the good men have finally given up trying to pursue them and moved on.

When I was in college, I was studying for finals in a room with a bunch of students…many I knew. Needing a break, I said I was going to the new Japanese restaurant for sushi and asked if anyone else wanted to go. One woman said she did and off we went. We took a campus bus into town and she was rambling on about feminism. While we are, she continued to ramble on about feminism. She didn’t stop rambling about feminism until the bill came.

Later that night there was a get-together at someone’s apartment and some of the guys asked me about my “date” with the woman. I told them that it was 1993 with feminism this and feminism that but, when the bill came, it was 1953. I had money on me and paid the bill.

All the guys laughed but one of the guys had to tell his girlfriend. The next thing I know, the woman I ate with comes marching towards me with her posse behind her. She confronts me and asked if I had made the comment. I said I did and, pulling the receipt out of my pocket, told her and her posse that if she wanted real gender equality she could give me half of the bill…I would cover the tip. She was speechless and her friends looked away.

Women, whether they are feminists or not, expect men to provide them with resources without any expectation that they would will have to provide anything in return. Any woman who feels this way should always have funds available to pay their own way and offer to go “Dutch”. Otherwise, like they used to say in the 70’s, “Cash, ass or grass…nobody rides for free!”.

Opinions aside, prior to mid 20th century, there were expectations pleased on both to make sure that their partners sexual needs were met. This is a justification to alter the default social contract, and reducing the expectations only on one side.

Now for the opinion: if you are not in a committed relationship they are correct. If you are in a committed long-term relationship (like a marriage) the phisiological responses produced in both as a result of sex help maintain the psichological bond between the two. Its a complex topic in of itself.

the rules I'm describing here were introduced by women millions of years ago, when they introduced "concealed ovulation" and "relationships" to our species (both concepts are extremely rare in mammals):

women are gatekeepers of sex ... a woman decides which men get sex
men are gatekeepers of relationships ... a man decides which women get relationships (=provisioning/protection)

there are some selection rules:

women will prefer men with good genes (looks/intelligence/health) , high status and resources
men will prefer women with good genes (looks/health), fertility (=young) and who are non-promiscuous (this is an evolutionary optimization to reduce the probability to be tricked into raising children which they didn't father) ... men will have sex with nearly every woman, but they will only INVEST in their own offspring

with the introduction of "concealed ovulation" women created a currency ("sex" ... due to CO now 90% of the time without creating offspring) they could use to get provisioning / protection from men ... the released oxytocine motivates men to stick around and help the raising of offspring / provisioning = relationship

for WOMEN to get a RELATIONSHIP they have to invest SEX because MEN are the GATEKEEPERS of RELATIONSHIPS
for MEN to get SEX they have to invest RELATIONSHIPS (aka provisioning / protection) because WOMEN are the GATEKEEPERS of SEX

There’s plenty of dirtbags in the USA, and additional majorities of the populations of other cultures, that believe the women they’re with owes them sex. Don’t forget that. A cut and dry example of this would be sexism in the middle east.
