I think it's used as an excuse to justify security-related laws regarding topics like immigration and delinquency. I guess the use of women and children as soldiers depends on the type of war, if it's a civil war I guess rebels will accept recruiting them, because recruitment is hard. Often when I see people saying this, they are often the type of women who have suffered the less of patriarchy... Upper middle class women somehow. From what I see it seems to have a stronger effect than a little, but yes it's not necessarily the main causes (aka single household) because men are far from benefiting of those opportunities perfectly. Also we can add that illiteracy is more prevalent among women than men which led to less opportunities.
