You should consider implementing a strike system. First strike: the post gets removed and the user gets a warning PM. Second strike: a temporary ban of a duration agreed upon among the mod team (I suggest two weeks but it's up to you). Third strike: permaban. Not OP, but I've already "found" a solution to the problem: a federal state where different areas are different states, then they can decide if they want to support zionism (jewish fascism) or not, if they like Palestinians or not.
