Eh I'm not sure it's a good example to be following to make commitments and then break them. That's not alpha, that's just scummy. If he was going to use her youth he should have been upfront about it. I always made my plates understand that they were just plates. I never gave false commitment.

A Roman legion usually had 500 to 1000 catapults and ballistae, combined they could fire over 2000 projectiles a minute. Sorry, I had to stop reading here. The Romans typically had 60 scorpios (i.e. ballista) per legion (i.e. 1 per century). Catapults were used for sieges and they would have had 10 per legion or 1 per cohort. About. Nowhere near the 500-1000 total.

I'm not sure about not giving. I've had good results from giving, especially as a reward for good behavior. Giving also signals abundance mentality.
