You should shed weight and then bulk but what matters most is calories in / out. You can, for example, lose weight and at the same time slightly gain strength by lifting. Cardio will of course give you more calories out so go for it. For nutrition info resources, I recommend scoobysworkshop.com and the book by Mike Matthews called "Bigger Leaner Stronger".

Calipers are cheap and a good way to measure progress. There is a good body-fat-calculator webpage with various calculation methods here. The different methods will give different results, probably also within a 5 point spread, but an average BF% of all these methods should give you a pretty accurate reading.
