I would say proving fatherhood is a necessary but not sufficient condition for instantiating child support. Probably there would need to be a lot of compelling evidence to even check someone for that.

Refusal to participate would cause the court to "assign paternity" which in some instances is non-revocable, or paternity was already assigned and the burden is on the father to move that he does not want to be the legal father by proving that he is not the biological father. In most jurisdictions there are also strict time limits on these motions, and in all jurisdictions, dad's participation is not required to begin garnishment to pay child support.

The state knows that if a dad isn't paying for a child, they probably are. It's a game of "not it" and the odds are not stacked in the favor of a man who does not want to be a legal father because he is not a biological father.

Interesting question.

As long as our society maintains that biological parenthood is important in and of itself, and that biological parents have legal rights and obligations simply because their DNA went into making a kid, there are going to be men trying to legally establish/disprove paternity and women trying to have paternity legally established/disproved.

Celebrities deal with constant requests for paternity tests, most of which the courts don't grant. Family courts need to make reasonable efforts to sort out the legitimate requests from the bullshit, and not order testing unless the claim of paternity is credible. But no, biological fathers should not be allowed to avoid their obligations by refusing paternity testing, and biological mothers should not be allowed to avoid sharing custody by refusing to have their child tested. If biological parenthood is an important legal concept, then courts need to have the authority to determine who the biological parents are.
