A recent analysis of domestic violence restraining orders issued in 2006 in Campbell County, West Virginia concluded 81% were unnecessary or false. In Massachusetts, in Gardner District Court in 1997, 34% of TRO requests from men were turned down, compared to only 10% from women.

Of the men, what was the percentage that were filed that were unnecessary/false and of the women, what was the percentage that were filed that were unnecessary or false?

That would give better insight into why the percentages were the way they were...
