While every victim is of equal value, saying that the raw number of victims is half male still points to a much higher rate of victimisation of women in the military do to the lover overall % of women in the military.

In the US, according to Department of Defense, Department of Veterans Affairs, women make up 14.6% of the military as a whole, so if exactly half the victims are female that would mean women are some 3.5 times as likely to be victimised as men sexually. Assuming they are equally likely to require treatment, etc. Even if you assume a higher rate of under reporting on behalf of men, and ignoring female perpetrators, it still doesn't account for such a disparity in victim rates.

Again I repeat that all victims are equally important and should be equally cared for, but all this statistic shows is that women are as a group more likely to be victimised sexually in the military.

Just going off the title alone, I can tell you that is probably because there are many more dudes in the military... unless you're just talking about "per capita"
