American feminists introduced mandatory arrest polices which resulted in high numbers women being arrested as the primary aggressor.

This surprised them as they view women as passive and men as the opposite, so it was theorized that the police were arresting the wrong person.

Predominant aggressor laws were introduced to guide the police to arrest the male more often regardless of who the primary aggressor is - directing them to arrest the larger party for example.

It is a work of sophistry that paints ALL aggressors as the male. First question is is suspect bigger; than arrest the bigger. In the less likely case the woman is bigger and stronger than which has criminal record. In the less likely case the woman is bigger, stronger, with a criminal record than on to the next parameter. Which is primary breadwinner. And so on until finally until the last question points to the male. Then arrest the male; first time, last time, and every time.
