Then that Marine was acting in a way that should have gotten him arrested. I'm sorry, but unless the cops had reason to believe he was about to actively and intentionally set out to harm those girls (which they did not) than no amount of "erratic behavior" is going to be nearly as dangerous to two children's lives as sitting in a car that a cop is firing his weapon into. Not to mention that when you see your dad gunned down at an early age like that there is no chance you're going to lead a happy and well-balanced life for a very long time.

If the guy really behaved strangely, did several wrongs, then the police is much more justified.

If he crashed the car through a gate, if kids said he behaved weird, if he disobeys orders of SEVERAL uniformed officers with police cars, then police can treat him like a dangerous person.
