How is the Night Ride program's inherent sex discrimination being justified by the university and campus police department? It sends the message only women are entitled to being safe at night.

Mr. Sutan,

As you can imagine, you are not the first person to raise this question. I will begin my response by explaining the rationale behind making NITE RIDE gender specific. Many years ago, Cambus provided a similar ride program that included males and females and it was discontinued. Drivers felt threatened, both men and women were often drunk, couples were engaging in sex on the bus, women were being propositioned. When the intent of the service is to specifically address safety for women, there is a great deal of risk in dropping males and females off at the same stop and the female being followed to her residence by someone who intends to do her harm.

Several years ago, at the time we began NITE RIDE, downtown Iowa City was experiencing a series of sexual “gropings” where assailants would come up to women and grope them, outside and sometimes inside their clothing; in some instances women were being thrown to the ground. We wanted to provide transportation for women where they would not feel threatened or uncomfortable in any way and we were determined not to repeat the mistakes of the past. We know that the overwhelming majority of sexual assault victims are women and the vast majority of perpetrators are men. Obviously, women are targeted because they are women. It certainly can be argued, and has been in front of the courts, that sexual assault is a form of discrimination against women. When we began NITE RIDE, I contacted the General Counsel’s office and was advised that there was legal justification to offer NITE RIDE only to women. Therefore, NITE RIDE provides a gender-specific solution for an overwhelmingly gender-specific problem.

Approximately three years ago, Student Government leaders approached Cambus about creating a new bus route to address the issue regarding males. Cambus responded by providing a new east side loop. However, due to extremely low ridership, the service was discontinued. Additionally, since we began NITE RIDE, we have made it known that if any male in distress approaches the NITE RIDE vehicle, the driver would remain at that location until one of our police officers responded to the scene.

I do appreciate your concern; I hope this letter was successful in explaining our position.
