Most trashy-ass women don't decide on Day One not to name a father for their baby. They decide that later on, and meanwhile, they've left a trail of evidence. So:

Check the birth certificate.
Talk to the extended family.
Talk to the child and/or older siblings of the child.
Talk to the neighbors.
Pull police records and track down any men mentioned in CDDs (calls for domestic disturbance) at the residence.
FIND OUT WHOSE WAGES HAVE BEEN GARNISHED TO RECOUP THE MONEY PAID TO THE MOTHER IN STATE BENEFITS. Even guys paying money for other children may know the identity of the next guy their ex had a baby with.

Now, a lot of the time, the biodad you dig up may be totally unfit. One of the major things that sends a family into the death spiral resulting in foster care is a Bad News Biodad (and/or stepdad). But even if he's a verifiable piece of shit, he may have parents, siblings, etc, who are eager to have their grandchild/nephew back and happy to raise him.
