I haven't read this story, but I know some of these folks do quit and hide on purpose. They should be able to earn more, but choose not to.

My friend actually fell on the wrong side of this (falsely accused), and once he eventually proved himself right, the ex-wife was imputed a certain amount of income, and as a result things balanced out for awhile so he didn't have to pay. [in this case, she was basically hiding out in a "I'm just too poor and can't do anything" role in order to make him pay more]
