Representative Christopher H. Smith of New Jersey, who accompanied Mr. Goldman in Rio de Janeiro during the past few days, said in a telephone interview from Brazil that he hopes the ordeal will inspire support for a bill he introduced this year that would strengthen Washington’s hand in resolving international child abduction cases.

The bill proposes to empower the government with the ability to levy sanctions against countries that fail to obey the Hague Abduction Convention. It would also create an ambassador at large in the State Department charged with shepherding such cases.
