If an ltr is your goal you want her to bring up the are we serious or not talk first. Until then don't offer up the commitment. You don't want to bring it up first generally but there's nothing wrong with an ltr. Asking if she's seeing other guys will be easily seen as a weak man's question though.

No. SHE has to bring up the "exclusive" talk if it's going to happen. If you do, you look needy, lose SMV, hand, and frame. It puts her in charge of the relationship.

Be fun, be charming, fuck her good. Do all of those things and she will seek commitment from you.

She won't ask you directly for commitment. Instead, she'll ask questions like: Where are we going? What are we? Am I wasting my time?

A LTR is never your goal as a high SMV male. Your goal is your mission. If you are high value enough to her, she will pursue commitment from you.

Women are the gatekeepers of sex. Men are the gatekeepers of commitment.

She should be bringing value to your life, otherwise there is no point in commiting to her.
