There is a difference in this argument, because both participants were willing: the boy is described as simply acting on his urges, while the woman acceded.

The inverse situation is the Lolita, the sexually precocious young teenager that seduces an older man. There is definitely a disparity in how society views both these situations.

That social disparity (as distinct from the legal disparity) may be somewhat justified on biological grounds. A male puts much less at risk from any sexual encounter, in fact, it's part of our reproductive strategy to mate as often as widely as possible. However, females risk pregnancy which not only carries a high biological cost (energy, risk to health, potential death, care of the offspring), but a high social cost as well, reducing her value to potential mates. Women's mating strategy is predicated on securing the interest of the highest-value male she can: giving in to an older male before she is able to adequately discern his social/reproductive value, or ensure she can keep his interest, risks damaging her own future.

Adults have a responsibility to not take advantage of the vulnerable youngsters struggling with their budding sexuality. But again, as seen socially, the man that has sex with a young woman is potentially causing her more harm, than the adult woman who has sex with the teenage boy.

That's not to say young men can't be emotionally affected by sexual encounters they're not emotionally ready for (as I'm sure pn6 might bring up), but even so, the potentially consequences for males are lesser.

Legally however, there are good reasons to treat both situations the same: not the least of which is the simple principle of equality before the law. A young teenager, while they may have intense sexual urges, often lacks the intellectual and emotional maturity to make appropriate decisions regarding who they sleep with: thus ages of consent, and even stricter restrictions on adults who may be in a position of authority or influence over the teenager.
