Absolutely.

The issue then is to remember that all such acts hurt the child, no matter how intrusive / painful / dangerous, and that the child deserves as much help as he/she needs (and that this need will be individual and as such, won't be based on the abuse type and cannot be known in advance).

I really rue that our understanding of mental health and healing is so damn primitive. Given our current system, perpetrators in general remain perpetrators. I have heard of various therapies that can in fact help perps, but they aren't common, aren't well known, and in general, perps just get lumped into the criminal system. I'm not necessarily arguing for the rights of perpetrators, but the fact is, recidivism is a problem and managing the number of (potential re-)abusers is an issue, and the human rights of people comes up.

that may be the way to avoid detection.

I'd imagine a major factor is the sexual education of very young children. They need to know what bad touching is, before they experience it, so that they can report it quickly.

There also must be some way to inoculate against some of the fears that molesters will try to implant in them:

It's not their fault.

Their parents won't die / get sick / get angry at them because they told.

they won't get in trouble. Even if they misbehaved, they should know they have some protection from bribing & blackmail. On the one hand, a kid who "allows" molestation under any circumstances is never to blame. On the other hand, and without transferring culpability to the child, they need to know that giving into blackmail will make it much, much worse than bravely saying something like "I don't care if you do tell! You still can't touch me!"
