Key points:

  • Sexual violence and torture of men and boys in Syria by multiple parties to the conflict appears to be far more common than previously thought based on discussions with survivors, refugees and informants. UNHCR researchers heard accounts of violence against boys as young as 10, and against men including those in their 80s.

  • Gay, bisexual, transgender and intersex individuals are particularly vulnerable to sexual violence and this vulnerability does not end when people leave Syria. Inside Syria armed groups were reported as the main perpetrators. Outside Syria, the danger is often from opportunistic abuse.

  • Refugee boys in countries of asylum suffer sexual violence at the hands of other male refugees and from males in the local community. The high rates of child labour among Syrian refugee boys (up to 94% males in Jordan) are of particular concern in this regard.

  • Sexual exploitation and blackmail of refugee males in countries of asylum was reported, especially among those working in the informal economy.

» During the Antiquity, in China, Persia, Egypt, or in northern Europe, captured enemies were often castrated, their penises cut off and exposed. In many pre-Columbian societies such as the Aztecs in Central America, or Native American tribes, raping captured combatants was considered to be an effective method for intimidating and enforcing domination on enemies. Prisoners were also often castrated, sometimes before being killed. The wars and genocides of the 20th century abound with similar examples. During the Armenian Genocide, among many other examples, many men were castrated, forced to walk naked, or circumcised after being forced to convert to Islam. Many cases of castration, of mutilation of sexual organs, of sexual humiliation, of forced fellatio, of enforced rape (male prisoners forced to rape other prisoners, both men and women), have been documented by the UN in Bosnia. In Liberia, an estimated one-third of adult male ex-combatants have been sexually abused. Many cases have also been documented in Sierra Leone, Colombia, Chile, El Salvador, Guatemala, Argentina, Northern Ireland, Israel / Palestine, Algeria, Iran, Kuwait, Kashmir, Sri Lanka, Sudan and South Sudan, Central African Republic, Burundi, Rwanda, DRC, Afghanistan, Syria, Libya, and this list is far from exhaustive. «

» It should be emphasized that while sexual violence against men is sometimes committed during or after raids on villages, it often takes place in the specific context of detention, where it is used to extort confessions, to demoralize or to crush an opponent. In some cases, sexual torture appears to have been used almost routinely by State security forces. In El Salvador for example, a survey established that 76 per cent of the political prisoners detained in La Esperanza had been sexually abused by prison guards or interrogators, with a predominance of cases of forced nudity, of beatings of the genitals, and of rape or threats of rape. Among other famous examples, cases of sexual torture perpetrated against male prisoners held in Abu Ghraib or Guantánamo stand out. «

» The Report of the Special Rapporteur on human rights in the territory of the former Yugoslavia noted the account of a witness who ‘saw the corpses of 15 young men whose genitals had been mutilated’. Other witnesses recount having seen Muslims being forced to bite each other's testicles off and guards cutting off some prisoners’ hands and penises in an attempt to frighten the other men. «

» After G and Witness H had been forced to pull Jasmin Hrnić's body about the hangar floor they were ordered to jump down into the inspection pit, then Fikret Harambasić, who was naked and bloody from beating, was made to jump into the pit with them and Witness H was ordered to lick his naked bottom and G to suck his penis and then to bite his testicles. Meanwhile a group of men in uniform stood around the inspection pit watching and shouting to bite harder. All three were then made to get out of the pit onto the hangar floor and Witness H was threatened with a knife that both his eyes would be cut out if he did not hold Fikret Harambasić's mouth closed to prevent him from screaming; G was then made to lie between the naked Fikret Harambasić's legs and, while the latter struggled, hit and bite his genitals. G then bit off one of Fikret Harambasić's testicles and spat it out and was told he was free to leave. Witness H was ordered to drag Fikret Harambasić to a nearby table, where he then stood beside him and was then ordered to return to his room, which he did. Fikret Harambasić has not been seen or heard of since. «

» In Kosovo, the OSCE recorded a man recounting that officers ‘made us take off our clothes and lie down. They beat us with wooden clubs, on every part of the body, back and head. They also put our penises (mine too) on a table and beat them.’89 In Bosnia, witnesses told of being hit in the testicles ‘using metal hampers, metal bars’ and being kicked with boots. There are also reports of electric shocks and beatings being administered to the genital area in many other conflicts such as Sri Lanka and Northern Ireland. «

He tried to take off my trousers, but I kicked him with my feet and they then hit me on all parts of my body with their hands and feet.”(age 26, perpetrator: soldiers)

“They took off my trousers and underwear and shove a pole into my behind. […] They stopped when someone came in and asked what they were doing. […] A little later, the officer took me to the toilet, locked the door, sat me down and urinated on my face and body.” (age 23, perpetrator: police)
