This generally seems to be what has been happening across the western world when it comes to this sort of thing. Any minimum standards that still exist (even if reduced) alongside quotas naturally create this separation. Because we have a crappy voting system where everyone only gets one vote which inevitably results in a crappy two party system. Part of it is this, part of it is that even for 2-party systems, ours is pretty bad just because of the population vs. number of representatives.
