Those 21 are probably for BIPOC men due to their ethnicity and not their gender.

While I believe that higher education should be publicly funded the way that K-12 education is in the US, men should definitely get the majority of sex-based scholarships as long as the current system exists to counter the gender imbalance where ~~58%~~ 59.5% of US university students are women.

I did not look at the woman's list, but the vast majority of the scholarships for men are for fraternity members and other subsets of men, like African-Americans.
